Tool Tip is the facility utilized from the operating system. Hence this cannot be customized. Kindly make changes to the system Tool Tip. Steps are as below
1. Right click on the Desktop.
2. Select Properties.
3. Click on Appearances tab.
4. Click the Advanced button (bottom of window on right).
5. In the Advanced Appearance window, click the Item pull down arrow and select ToolTip.
6. Based on Selection from the Item, you can now change the font, text color, background color and font size.

2. Click Personalize.
3. Click the Window Color link at the bottom of the window.
4. Click the Windows Color and Appearance.
5. Click the Item pull down arrow and select ToolTip.
6. Based on Selection from the Item, you can now change the font, text color, background color and font size.
