All interstate transactions should by default appear in e-Sugam report. In case of local (intra-state) transactions, only vouchers with a value above 25000 should appear in this report. This is the reason why all interstate transactions are displayed in the e-Sugam report, although the option Show e-Sugam vouchers with sales invoices of value greater than under F12: Configure of the report is set to 25000 .
